 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to state agency information resources technology projects.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  Section 2054.051, Government Code, is amended by
1-13     adding Subsection (f) to read as follows:
1-14           (f)  The department shall identify opportunities for state
1-15     agencies to coordinate with each other in the adoption and
1-16     implementation of information resources technology projects.
1-17           SECTION 2.  Subsection (a), Section 2054.096, Government
1-18     Code, is amended to read as follows:
1-19           (a)  Each agency strategic plan must be consistent with the
1-20     state strategic plan and include:
1-21                 (1)  a statement of the state agency's goals,
1-22     objectives, and programs as found in the agency's legislative
1-23     appropriations request;
1-24                 (2)  a description of the agency's major data bases and
1-25     their applications;
1-26                 (3)  a description of the agency's information
1-27     resources management organizations, policies, and practices;
1-28                 (4)  a description of interagency computer networks in
1-29     which the agency participates;
1-30                 (5)  a statement of the strategic objectives of the
1-31     agency relating to information resources management for the next
1-32     five fiscal years, beginning with the fiscal year during which the
1-33     plan is submitted, with a description of how those objectives help
1-34     achieve the agency's programs and goals, and a description of how
1-35     those objectives support and promote the goals and policies of the
1-36     state strategic plan;
1-37                 (6)  a description of any information resources
1-38     technology projects proposed by the agency, including:
1-39                       (A)  a statement of how the projects relate to
1-40     similar projects implemented or proposed by other agencies, as
1-41     identified by the department or the agency; and
1-42                       (B)  a description of any proposed plans for
1-43     coordinating the projects with other agencies;  and
1-44                 (7) [(6)]  other planning components that the
1-45     department may prescribe.
1-46           SECTION 3.  This Act takes effect September 1, 2001.
