                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the composition of the districts of the State Board of
 1-3     Education.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 7.101(a), Education Code, is amended to
 1-6     read as follows:
 1-7           (a)  The State Board of Education is composed of 15 members
 1-8     elected from districts. Each district from which a board member is
 1-9     elected is composed as provided by former Sections 11.2101(b)-(t),
1-10     as enacted by Chapter 2, Acts of the 72nd Legislature, 2nd Called
1-11     Session, 1991, except that:
1-12                 (1)  Matagorda County is transferred from District 2 to
1-13     District 7;
1-14                 (2)  Concho County is transferred from District 5 to
1-15     District 15; and
1-16                 (3)  Cass County is transferred from District 8 to
1-17     District 9.
1-18           SECTION 2. (a)  The districts established by Section
1-19     7.101(a), Education Code, as amended by this Act, apply to the
1-20     election of the members of the State Board of Education beginning
1-21     with the primary and general elections in 2002 for board members
1-22     whose terms of office begin January 1, 2003.  This Act does not
1-23     affect the membership or districts of the State Board of Education
1-24     for a term of office that begins before January 1, 2003.
 2-1           (b)  The change in the State Board of Education districts
 2-2     made by Section 7.101(a), Education Code, as amended by this Act,
 2-3     constitutes a decennial reapportionment of the districts for
 2-4     purposes of Section 7.104, Education Code.
 2-5           SECTION 3.  This Act takes effect immediately if it receives
 2-6     a vote of two-thirds of all the members elected to each house, as
 2-7     provided by Section 39, Article III, Texas Constitution.  If this
 2-8     Act does not receive the vote necessary for immediate effect, this
 2-9     Act takes effect September 1, 2001.
