A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the annual report by the Commission on Human Rights
1-3 concerning certain hiring practices.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 21.504, Labor Code, is amended to read as
1-6 follows:
1-7 Sec. 21.504. ANNUAL REPORT. (a) Not later than November 1
1-8 of each calendar year, each state agency shall report to the
1-9 commission the total number of African Americans, Hispanic
1-10 Americans, females, and other persons hired for each job category
1-11 by the agency during the preceding state fiscal year.
1-12 (b) The commission shall compile the [this] information
1-13 reported under Subsection (a) and submit a report based on the
1-14 information to the governor, [and] the Legislative Budget Board,
1-15 and each member of the legislature, if requested, not later than
1-16 January 1 of the subsequent calendar year.
1-17 (c) The commission's report must include numerical and
1-18 graphical information regarding:
1-19 (1) the total number of employees of each state
1-20 agency, for each of the five years preceding the current state
1-21 fiscal year, that are:
1-22 (A) African American;
1-23 (B) Hispanic American;
1-24 (C) female; and
1-25 (D) other persons reported under Subsection (a);
2-1 and
2-2 (2) the percentage of employees of each state agency,
2-3 for each of the five years preceding the current state fiscal year,
2-4 that are:
2-5 (A) African American;
2-6 (B) Hispanic American;
2-7 (C) female; and
2-8 (D) other persons reported under Subsection (a).
2-9 (d) The commission's report must compare the information
2-10 required by Subsection (c) to any information available to the
2-11 commission relating to the state's civilian labor force.
2-12 SECTION 2. This Act takes effect September 1, 2001.
