 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to the annual report by the Commission on Human Rights
1-11     concerning certain hiring practices.
1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Section 21.504, Labor Code, is amended to read as
1-14     follows:
1-15           Sec. 21.504.  ANNUAL REPORT.  (a)  Not later than November 1
1-16     of each calendar year, each state agency shall report to the
1-17     commission the total number of African Americans, Hispanic
1-18     Americans, females, and other persons hired for each job category
1-19     by the agency during the preceding state fiscal year.
1-20           (b)  The commission shall compile the [this] information
1-21     reported under Subsection (a) and submit a report based on the
1-22     information to the governor, [and] the Legislative Budget Board,
1-23     and each member of the legislature not later than January 1 of the
1-24     subsequent calendar year.
1-25           (c)  The commission's report must include numerical and
1-26     graphical information regarding:
1-27                 (1)  the total number of employees of each state
1-28     agency, for each of the five years preceding the current state
1-29     fiscal year, that are:
1-30                       (A)  African American;
1-31                       (B)  Hispanic American;
1-32                       (C)  female; and
1-33                       (D)  other persons reported under Subsection (a);
1-34     and
1-35                 (2)  the percentage of employees of each state agency,
1-36     for each of the five years preceding the current state fiscal year,
1-37     that are:
1-38                       (A)  African American;
1-39                       (B)  Hispanic American;
1-40                       (C)  female; and
1-41                       (D)  other persons reported under Subsection (a).
1-42           (d)  The commission's report must compare the information
1-43     required by Subsection (c) to any information available to the
1-44     commission relating to the state's civilian labor force.
1-45           SECTION 2.  This Act takes effect September 1, 2001.
