                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to requiring the Texas Department of Health in
 1-3     consultation with the General Services Commission to study the cost
 1-4     and feasibility of installing automated external defibrillators in
 1-5     state buildings.
 1-6           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-7           SECTION 1.  (a)  The Texas Department of Health, in
 1-8     consultation with the General Services Commission, shall conduct a
 1-9     study regarding the purchase and placement of automated external
1-10     defibrillators in buildings owned or leased by the state.
1-11           (b)  The department shall estimate the extent to which
1-12     placing automated external defibrillators in state buildings would
1-13     improve the survival rate of individuals who experience sudden
1-14     cardiac arrest while in a state building.
1-15           (c)  The department in consultation with the commission also
1-16     shall study:
1-17                 (1)  in which state buildings it would be advisable to
1-18     place an automated external defibrillator, with special
1-19     consideration given to state buildings that are accessible to the
1-20     public;
1-21                 (2)  the cost of purchasing, placing, and maintaining
1-22     automated external defibrillators in state buildings;
1-23                 (3)  the best methods for integrating the placement of
1-24     automated external defibrillators with existing emergency medical
1-25     services;
 2-1                 (4)  the extent to which state personnel would need to
 2-2     be trained in the use of automated external defibrillators and in
 2-3     cardiopulmonary resuscitation, and the probable cost of that
 2-4     training; and
 2-5                 (5)  any other considerations, including any other
 2-6     costs, that would be involved in effectively placing automated
 2-7     external defibrillators in state buildings.
 2-8           (d)  The department shall report the results of its study
 2-9     together with any recommendations of the department or the
2-10     commission to the governor and the presiding officers of each house
2-11     of the legislature not later than November 1, 2002.
2-12           SECTION 2.  This Act expires June 1, 2003.
2-13           SECTION 3.  This Act takes effect September 1, 2001.
