No. 531 1-2 (In the Senate - Filed February 5, 2001; February 6, 2001, 1-3 read first time and referred to Committee on State Affairs; 1-4 March 28, 2001, reported favorably by the following vote: Yeas 9, 1-5 Nays 0; March 28, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to requiring the Texas Department of Health in 1-9 consultation with the General Services Commission to study the cost 1-10 and feasibility of installing automated external defibrillators in 1-11 state buildings. 1-12 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-13 SECTION 1. (a) The Texas Department of Health, in 1-14 consultation with the General Services Commission, shall conduct a 1-15 study regarding the purchase and placement of automated external 1-16 defibrillators in buildings owned or leased by the state. 1-17 (b) The department shall estimate the extent to which 1-18 placing automated external defibrillators in state buildings would 1-19 improve the survival rate of individuals who experience sudden 1-20 cardiac arrest while in a state building. 1-21 (c) The department in consultation with the commission also 1-22 shall study: 1-23 (1) in which state buildings it would be advisable to 1-24 place an automated external defibrillator, with special 1-25 consideration given to state buildings that are accessible to the 1-26 public; 1-27 (2) the cost of purchasing, placing, and maintaining 1-28 automated external defibrillators in state buildings; 1-29 (3) the best methods for integrating the placement of 1-30 automated external defibrillators with existing emergency medical 1-31 services; 1-32 (4) the extent to which state personnel would need to 1-33 be trained in the use of automated external defibrillators and in 1-34 cardiopulmonary resuscitation, and the probable cost of that 1-35 training; and 1-36 (5) any other considerations, including any other 1-37 costs, that would be involved in effectively placing automated 1-38 external defibrillators in state buildings. 1-39 (d) The department shall report the results of its study 1-40 together with any recommendations of the department or the 1-41 commission to the governor and the presiding officers of each house 1-42 of the legislature not later than November 1, 2002. 1-43 SECTION 2. This Act expires June 1, 2003. 1-44 SECTION 3. This Act takes effect September 1, 2001. 1-45 * * * * *
