A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the analysis of, and certain measures that address, the
1-3 staffing needs of state agencies.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Subsection (b), Section 812.202, Government Code,
1-6 is amended to read as follows:
1-7 (b) The payment of benefits to a retiree for service
1-8 credited in the employee class of membership is not affected by the
1-9 retiree's taking[, for nine months or less within any fiscal year,]
1-10 a position included in the employee class.
1-11 SECTION 2. Chapter 2056, Government Code, is amended by
1-12 adding Section 2056.0021 to read as follows:
1-13 Sec. 2056.0021. WORKFORCE PLANNING. As part of the
1-14 strategic plan required under Section 2056.002, a state agency
1-15 shall conduct a strategic staffing analysis and develop a workforce
1-16 plan, according to guidelines developed by the state auditor, to
1-17 address critical staffing and training needs of the agency,
1-18 including the need for experienced employees to impart knowledge to
1-19 their potential successors.
1-20 SECTION 3. The following laws are repealed:
1-21 (1) Section 659.0115, Government Code;
1-22 (2) Subsections (a) and (b), Section 812.203,
1-23 Government Code; and
1-24 (3) Subsections (b) and (c), Section 2252.901,
1-25 Government Code.
2-1 SECTION 4. This Act takes effect September 1, 2001.
