No. 648 1-2 (In the Senate - Filed February 12, 2001; February 13, 2001, 1-3 read first time and referred to Committee on State Affairs; 1-4 March 7, 2001, reported favorably by the following vote: Yeas 9, 1-5 Nays 0; March 7, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the authority of the Automobile Theft Prevention 1-9 Authority to establish advisory committees. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Article 4413(37), Revised Statutes, is amended by 1-12 adding Section 12 to read as follows: 1-13 Sec. 12. ADVISORY COMMITTEES. (a) The authority may 1-14 establish advisory committees to advise it on any matter under the 1-15 jurisdiction of the authority. 1-16 (b) Section 2110.008, Government Code, does not apply to an 1-17 advisory committee established under this section if the advisory 1-18 committee is: 1-19 (1) established for a specific and immediate need; and 1-20 (2) dissolved before the first anniversary of the date 1-21 the committee is created. 1-22 (c) A member of an advisory committee may not be compensated 1-23 by the authority for committee service but is entitled to 1-24 reimbursement for actual and necessary expenses incurred in the 1-25 performance of committee service. 1-26 SECTION 2. This Act takes effect immediately if it receives 1-27 a vote of two-thirds of all the members elected to each house, as 1-28 provided by Section 39, Article III, Texas Constitution. If this 1-29 Act does not receive the vote necessary for immediate effect, this 1-30 Act takes effect September 1, 2001. 1-31 * * * * *
