                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the authority of the Texas Natural Resource
 1-3     Conservation Commission to participate in environmental projects in
 1-4     Mexico.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Subchapter D, Chapter 5, Water Code, is amended
 1-7     by adding Section 5.127 to read as follows:
 1-8           Sec. 5.127.  ACTIONS IN MEXICO.  The commission may take and
 1-9     finance any action in Mexico, in cooperation with governmental
1-10     authorities of Mexico, that in the opinion of the commission:
1-11                 (1)  is necessary or convenient to accomplish a duty of
1-12     the commission imposed by law; and
1-13                 (2)  will yield benefits to the environment in this
1-14     state.
1-15           SECTION 2.  This Act takes effect immediately if it receives
1-16     a vote of two-thirds of all the members elected to each house, as
1-17     provided by Section 39, Article III, Texas Constitution.  If this
1-18     Act does not receive the vote necessary for immediate effect, this
1-19     Act takes effect September 1, 2001.
