                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the listing of state agency employment openings.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1. Subchapter A, Chapter 656, Government Code, is
 1-5     amended by adding Sections 656.002 and 656.003 to read as follows:
 1-6           Sec. 656.002.  ONLINE EMPLOYMENT OPENINGS SYSTEM. (a) In this
 1-7     section, "state agency" does not include a university system or an
 1-8     institution of higher education as defined by Section 61.003,
 1-9     Education Code.
1-10           (b)  The Department of Information Resources shall work with
1-11     the Texas Workforce Commission and other state agencies to create
1-12     an online system for listing state agency employment openings.
1-13           (c)  Characteristics of the system shall include to the
1-14     extent feasible:
1-15                 (1)  the use of existing technical infrastructure and
1-16     specialty job bulletin boards when the cost is equal to or less
1-17     than the cost of building a separate infrastructure;
1-18                 (2)  real-time communication between an applicant for
1-19     state employment and a state agency;
1-20                 (3)  immediate matching of an applicant to a listing
1-21     based on the applicant's qualifications;
1-22                 (4)  the ability to allow an applicant to complete one
1-23     state application online and enter the application in a single
1-24     database from which the applicant may electronically send the
 2-1     application to multiple state agencies;
 2-2                 (5)  the ability to allow an applicant to enter a
 2-3     resume into an online database from which the applicant may
 2-4     electronically send the resume to a state agency;
 2-5                 (6)  the ability of a state agency to list employment
 2-6     openings electronically with limited keystrokes from one web
 2-7     location; and
 2-8                 (7)  the ability to generate management information
 2-9     such as the number of visits to a state agency employment listing,
2-10     the number of applicants for each opening, the number of applicants
2-11     hired for each listing, the time from listing to filling an
2-12     opening, and the frequency and volume of listings by type.
2-13           Sec. 656.003.  ACCESS TO EMPLOYMENT OPENINGS INFORMATION. The
2-14     Texas Workforce Commission shall make computers available to the
2-15     public at its field offices to ensure access to information about
2-16     employment openings.
2-17           SECTION 2. Section 656.024, Government Code, is amended to
2-18     read as follows:
2-19           Sec. 656.024.  PUBLIC NOTICE OF JOB VACANCIES. The commission
2-20     shall publicly list, in accordance with the commission's
2-21     procedures, [for at least 10 working days,] each notice of a job
2-22     vacancy delivered under Section 656.022 [unless the commission is
2-23     sooner notified by the state agency having the vacancy that the
2-24     vacancy has been filled].
2-25           SECTION 3. This Act takes effect September 1, 2001.
