                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to membership of the policy board of a metropolitan
 1-3     planning organization.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter H, Chapter 201, Transportation Code,
 1-6     is amended by adding Section 201.614 to read as follows:
 1-7           Sec. 201.614.  PORT REPRESENTATION ON METROPOLITAN PLANNING
 1-8     ORGANIZATION BOARD.  A metropolitan planning organization
 1-9     representing a metropolitan planning area all or part of which is
1-10     within 100 miles of the Gulf of Mexico must include as a full
1-11     voting member on its policy board at least one representative of
1-12     the nearest port to the metropolitan planning area, regardless of
1-13     whether the port is within the metropolitan planning area.
1-14           SECTION 2.  The policy board of each metropolitan planning
1-15     organization governed by Section 201.614, Transportation Code, as
1-16     added by this Act, must comply with that section on and after
1-17     January 1, 2002.
1-18           SECTION 3.  This Act takes effect immediately if it receives
1-19     a vote of two-thirds of all the members elected to each house, as
1-20     provided by Section 39, Article III, Texas Constitution.  If this
1-21     Act does not receive the vote necessary for immediate effect, this
1-22     Act takes effect September 1, 2001.
