No. 837 1-2 (In the Senate - Filed February 21, 2001; February 22, 2001, 1-3 read first time and referred to Committee on Business and Commerce; 1-4 April 11, 2001, reported favorably by the following vote: Yeas 5, 1-5 Nays 0; April 11, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the development of a strategic plan by the Border 1-9 Health Institute. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Chapter 151, Education Code, as added by Chapter 1-12 883, Acts of the 76th Legislature, Regular Session, 1999, is 1-13 amended by adding Section 151.010 to read as follows: 1-14 Sec. 151.010. STRATEGIC PLAN. (a) The governing board of 1-15 the institute, in consultation with the institute's members, shall 1-16 develop a 10-year strategic plan to guide and evaluate the 1-17 institute's progress toward achieving the purposes of the institute 1-18 under Section 151.002. 1-19 (b) The strategic plan must include: 1-20 (1) goals, objectives, and performance standards for 1-21 each of the institute's programs and a description of how those 1-22 programs help the institute to achieve its purposes; 1-23 (2) an assessment of the needs of the institute's 1-24 programs and faculty; and 1-25 (3) an assessment of the institute's need for new 1-26 initiatives. 1-27 (c) The governing board of the institute shall update at 1-28 least biennially the strategic plan required by this section. 1-29 (d) Not later than December 15 of each even-numbered year, 1-30 the governing board of the institute shall submit to the 1-31 legislature and the Texas Higher Education Coordinating Board a 1-32 report concerning the strategic plan required by this section, 1-33 including any recommendations for legislative action. 1-34 SECTION 2. (a) This Act takes effect September 1, 2001. 1-35 (b) The governing board of the Border Health Institute shall 1-36 develop the strategic plan required by Section 151.010, Education 1-37 Code, as added by this Act, not later than December 15, 2002. 1-38 * * * * *
