1-1                                   AN ACT
 1-2     relating to requiring the Texas Department of Transportation to
 1-3     conduct a study of strategic deployment routes and highways and
 1-4     intermodal facilities used by the military.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  (a)  The Texas Department of Transportation shall
 1-7     conduct a study of strategic deployment routes and other highways
 1-8     and intermodal facilities critical to the mission of the military
 1-9     in this state.  As part of its study, the department shall meet
1-10     with appropriate persons from military installations in this state
1-11     and representatives of affected municipalities and counties to
1-12     identify the strategic deployment routes and highways and
1-13     intermodal facilities most often used by the military or that may
1-14     be needed for future missions.  The department shall specifically
1-15     study the conditions of these routes and highways and intermodal
1-16     facilities and identify the highways and intermodal facilities that
1-17     need further construction, expansion, or maintenance.  The
1-18     department shall consider the costs necessary to accomplish the
1-19     improvements.  The department may base a portion of this study on
1-20     prior department studies that provide substantially accurate data
1-21     and address a relevant or designated issue for study in this Act.
1-22           (b)  The department shall, not later than January 1, 2003,
1-23     submit a written report to the governor, lieutenant governor, and
1-24     speaker of the house of representatives detailing the results of
1-25     the study required by this Act, including any recommendations for
 2-1     legislative action.
 2-2           SECTION 2.  This Act takes effect immediately if it receives
 2-3     a vote of two-thirds of all the members elected to each house, as
 2-4     provided by Section 39, Article III, Texas Constitution.  If this
 2-5     Act does not receive the vote necessary for immediate effect, this
 2-6     Act takes effect September 1, 2001.
