No. 907 Truan A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to requiring the Texas Department of Transportation to 1-3 conduct a study of strategic deployment routes and highways and 1-4 intermodal facilities used by the military. 1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-6 SECTION 1. (a) The Texas Department of Transportation shall 1-7 conduct a study of strategic deployment routes and other highways 1-8 and intermodal facilities critical to the mission of the military 1-9 in this state. As part of its study, the department shall meet 1-10 with appropriate persons from military installations in this state 1-11 to identify the strategic deployment routes and highways and 1-12 intermodal facilities most often used by the military. The 1-13 department shall specifically study the conditions of these routes 1-14 and highways and intermodal facilities and identify the highways 1-15 and intermodal facilities that need further construction, 1-16 expansion, or maintenance. The department shall consider the costs 1-17 necessary to accomplish the improvements. The department may base 1-18 a portion of this study on prior department studies that provide 1-19 substantially accurate data and address a relevant or designated 1-20 issue for study in this Act. 1-21 (b) The department shall, not later than January 1, 2003, 1-22 submit a written report to the governor, lieutenant governor, and 1-23 speaker of the house of representatives detailing the results of 1-24 the study required by this Act, including any recommendations for 1-25 legislative action. 2-1 SECTION 2. This Act takes effect immediately if it receives 2-2 a vote of two-thirds of all the members elected to each house, as 2-3 provided by Section 39, Article III, Texas Constitution. If this 2-4 Act does not receive the vote necessary for immediate effect, this 2-5 Act takes effect September 1, 2001. 2-6 COMMITTEE AMENDMENT NO. 1 2-7 Amend S.B. 907 by striking the second sentence of Subsection 2-8 (a), SECTION 1 of the bill (Engrossed Version, page 1, lines 9-12), 2-9 and substituting: 2-10 As part of its study, the department shall meet with 2-11 appropriate persons from military installations in this state and 2-12 representatives of affected municipalities and counties to identify 2-13 the strategic deployment routes and highways and intermodal 2-14 facilities most often used by the military or that may be needed 2-15 for future missions. 2-16 77R13961 DWS-D Hawley
