 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to requiring the Texas Department of Transportation to
 1-9     conduct a study of strategic deployment routes and highways and
1-10     intermodal facilities used by the military.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  (a)  The Texas Department of Transportation shall
1-13     conduct a study of strategic deployment routes and other highways
1-14     and intermodal facilities critical to the mission of the military
1-15     in this state.  As part of its study, the department shall meet
1-16     with appropriate persons from military installations in this state
1-17     to identify the strategic deployment routes and highways and
1-18     intermodal facilities most often used by the military.  The
1-19     department shall specifically study the conditions of these routes
1-20     and highways and intermodal facilities and identify the highways
1-21     and intermodal facilities that need further construction,
1-22     expansion, or maintenance.  The department shall consider the costs
1-23     necessary to accomplish the improvements.  The department may base
1-24     a portion of this study on prior department studies that provide
1-25     substantially accurate data and address a relevant or designated
1-26     issue for study in this Act.
1-27           (b)  The department shall, not later than January 1, 2003,
1-28     submit a written report to the governor, lieutenant governor, and
1-29     speaker of the house of representatives detailing the results of
1-30     the study required by this Act, including any recommendations for
1-31     legislative action.
1-32           SECTION 2.  This Act takes effect immediately if it receives
1-33     a vote of two-thirds of all the members elected to each house, as
1-34     provided by Section 39, Article III, Texas Constitution.  If this
1-35     Act does not receive the vote necessary for immediate effect, this
1-36     Act takes effect September 1, 2001.
