 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to a uniform strategy to ensure that public institutions
 1-9     of higher education employ faculty and staff who reflect the
1-10     population of Texas.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  Subchapter C, Chapter 61, Education Code, is
1-13     amended by adding Section 61.0865 to read as follows:
1-14           Sec. 61.0865.  FACULTY AND STAFF UNIFORM RECRUITMENT AND
1-15     RETENTION STRATEGY.  (a)  The board shall develop and annually
1-16     update a uniform strategy to enable institutions of higher
1-17     education to identify, attract, hire, and retain faculty and staff
1-18     who reflect the population of this state.
1-19           (b)  Each institution of higher education shall implement the
1-20     uniform strategy developed under Subsection (a).  Each institution
1-21     shall report annually to the board the manner in which the
1-22     institution has implemented the uniform strategy.
1-23           SECTION 2.  The Texas Higher Education Coordinating Board
1-24     shall adopt a uniform strategy to identify, attract, hire, and
1-25     retain faculty and staff who reflect the population of this state
1-26     as required by Section 61.0865, Education Code, as added by this
1-27     Act, not later than January 1, 2002.
1-28           SECTION 3.  This Act takes effect immediately if it receives
1-29     a vote of two-thirds of all the members elected to each house, as
1-30     provided by Section 39, Article III, Texas Constitution.  If this
1-31     Act does not receive the vote necessary for immediate effect, this
1-32     Act takes effect September 1, 2001.
