                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to certain studies of the Texas Strategic Military
 1-3     Planning Commission.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. (a)  The Texas Strategic Military Planning
 1-6     Commission shall conduct a study to determine how the state can
 1-7     attract new military installations and retain existing military
 1-8     installations.  As part of the study, the commission shall:
 1-9                 (1)  review practices used in other states to reduce
1-10     the costs associated with operating a military installation;
1-11                 (2)  determine whether those practices can be
1-12     implemented in Texas;   and
1-13                 (3)  estimate the cost savings for the military that
1-14     would be generated by implementing those practices.
1-15           (b)  Not later than December 1, 2002, the commission shall
1-16     report the results of the study and any recommendations to:
1-17                 (1)  the governor;
1-18                 (2)  the lieutenant governor;
1-19                 (3)  the speaker of the house of representatives;
1-20                 (4)  the chair of the committee of the Texas House of
1-21     Representatives that has primary jurisdiction of matters concerning
1-22     state, federal, and international relations; and
1-23                 (5)  the chair of the committee of the Texas Senate
1-24     that has primary jurisdiction of matters concerning veteran affairs
 2-1     and military installations.
 2-2           (c)  This section expires September 1, 2003.
 2-3           SECTION 2. This Act takes effect September 1, 2001.
