 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the mission of Prairie View A&M University.
 1-9           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-10           SECTION 1.  Section 87.104, Education Code, is amended to
1-11     read as follows:
1-12           Sec. 87.104.  PURPOSE OF THE UNIVERSITY.  In addition to its
1-13     designation as a statewide general purpose institution of higher
1-14     education and its designation as a land-grant institution, Prairie
1-15     View A&M University is designated as a statewide special purpose
1-16     institution of higher education for instruction, research, and
1-17     public service programs [which are] dedicated to:
1-18                 (1)  enabling students [with latent aptitudes, talents,
1-19     and abilities and] of diverse economic, ethnic, and cultural
1-20     backgrounds to realize their full potential;
1-21                 (2)  assisting small and medium-sized communities to
1-22     achieve their optimal growth and development; and
1-23                 (3)  assisting small and medium-sized agricultural,
1-24     business, and industrial enterprises to manage their growth and
1-25     development effectively.
1-26           SECTION 2.  This Act takes effect immediately if it receives
1-27     a vote of two-thirds of all the members elected to each house, as
1-28     provided by Section 39, Article III, Texas Constitution.  If this
1-29     Act does not receive the vote necessary for immediate effect, this
1-30     Act takes effect September 1, 2001.
