                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the recognition of foreign adoptions and the issuance
 1-3     of a supplementary birth certificate.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter A, Chapter 162, Family Code, is
 1-6     amended by adding Section 162.023 to read as follows:
 1-7           Sec. 162.023.  ADOPTION ORDER FROM FOREIGN COUNTRY.
 1-8     (a)  Except as otherwise provided by federal law, an adoption order
 1-9     rendered to a United States citizen that is made under due process
1-10     of law by a foreign country shall be accorded full faith and credit
1-11     by the courts of this state and enforced as if the order were
1-12     rendered by a court in this state.
1-13           (b)  A person who adopts a child in a foreign country may
1-14     register the order in this state.  A petition for registration of a
1-15     foreign adoption order may be combined with a petition for a name
1-16     change.  If the court finds that the foreign adoption order meets
1-17     the requirements of Subsection (a), the court shall order the state
1-18     registrar to:
1-19                 (1)  register the order under Chapter 192, Health and
1-20     Safety Code; and
1-21                 (2)  issue a certificate of birth for the child under
1-22     Section 192.008, Health and Safety Code.
1-23           SECTION 2.  This Act takes effect September 1, 2001.
