                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the transferability of appropriations and the
 1-3     suspension of statutory restrictions on the use of certain
 1-4     appropriations made to the Texas Natural Resource Conservation
 1-5     Commission.
 1-6           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-7           SECTION 1. Subchapter F, Chapter 5, Water Code is amended by
 1-8     adding Section 5.2351 as follows:
 1-9           Section 5.2351.  TRANSFERABILITY OF APPROPRIATIONS. Any law
1-10     that provides specific purposes for which a fund, account, or
1-11     revenue source may be used and expended and that restricts the use
1-12     of revenues and balances is suspended to the extent that it
1-13     conflicts with any provisions and the intent of appropriations made
1-14     in the General Appropriations Act for any biennium authorizing the
1-15     commission to transfer a percentage of appropriations from one
1-16     appropriation item to another appropriation item.
1-17           SECTION 2.  This Act takes effect September 1, 2001.
