                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to creating a task force to study the use of state office
 1-3     space.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Subtitle B, Title 10, Government Code, is amended
 1-6     by adding Chapter 2059 to read as follows:
 1-7              CHAPTER 2059. TASK FORCE ON USE OF STATE PROPERTY
 1-8           Sec. 2059.001.  TASK FORCE. The governor, lieutenant
 1-9     governor, and the speaker of the house of representatives shall
1-10     appoint a task force to study the use of office space by state
1-11     government.  The task force shall evaluate:
1-12                 (1)  the use of state-owned buildings and leased
1-13     buildings;
1-14                 (2)  the feasibility of relocating state agencies and
1-15     maintaining smaller offices;
1-16                 (3)  the need for long-term capital improvements to
1-17     state-owned office buildings;
1-18                 (4)  the benefits of consolidating different agencies
1-19     into existing state office buildings; and
1-20                 (5)  the advantages of leasing or owning office space.
1-21           Sec. 2059.002.  PRESIDING OFFICER. The governor shall appoint
1-22     one member of the task force as the presiding officer.  The
1-23     presiding officer shall report the findings and recommendations of
1-24     the task force to the governor, lieutenant governor, and the
 2-1     speaker of the house of representatives.
 2-2           Sec. 2059.003.  ADMINISTRATIVE AND SUPPORT STAFF. An
 2-3     executive agency at the direction of the governor and a legislative
 2-4     agency at the direction of the lieutenant governor or the speaker
 2-5     of the house of representatives shall provide support staff and
 2-6     administrative assistance to the task force.
 2-7           Sec. 2059.004.  APPLICABILITY OF ADVISORY COMMITTEE LAW.
 2-8     Chapter 2110 does not apply to the task force.
 2-9           SECTION 2. (a)  This Act takes effect September 1, 2001.
2-10           (b)  Not later than November 1, 2002, the task force created
2-11     by Chapter 2059, Government Code, as added by this Act, shall
2-12     submit a report to the governor, lieutenant governor, and the
2-13     speaker of the house of representatives.
