1-1                                   AN ACT
 1-2     relating to the creation of an information link for state agencies
 1-3     with jurisdiction over environmental and natural resources
 1-4     matters.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Subchapter F, Chapter 2054, Government Code, is
 1-7     amended by adding Section 2054.127 to read as follows:
 1-8           Sec. 2054.127.  ENVIRONMENTAL AND NATURAL RESOURCES AGENCIES
 1-9     INTERNET PORTAL.  (a)  State agencies that have jurisdiction over
1-10     matters related to environmental protection or quality or to the
1-11     development, conservation, or preservation of natural resources
1-12     shall develop, in mutual cooperation with the department, a single
1-13     information link, through the TexasOnline portal, to provide
1-14     electronic access to information and services related to the
1-15     agencies' authority and duties, including access to agency rules
1-16     and other public information.
1-17           (b)  The department shall coordinate the efforts of the
1-18     agencies in developing the information link to ensure that the
1-19     efforts produce a link that is compatible with efforts of the task
1-20     force conducted under Section 2054.062.  If the department has a
1-21     program management office, the department may delegate the
1-22     coordination of efforts under this section to that office.
1-23           SECTION 2.  This Act takes effect September 1, 2001.
