No. 1164 Shapleigh A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to a five-year strategic infrastructure plan for state 1-3 military installations. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. (a) The Office of Defense Affairs of the Texas 1-6 Department of Economic Development, working in cooperation with the 1-7 Texas Strategic Military Planning Commission, shall request that 1-8 each military installation in the state: 1-9 (1) develop a five-year strategic infrastructure plan; 1-10 and 1-11 (2) submit the plan to the office not later than July 1-12 1, 2002. 1-13 (b) Each strategic infrastructure plan must include 1-14 recommendations for specific state investments designed to: 1-15 (1) optimize the retention, stability, and growth of 1-16 military installations and their defense-dependent communities; and 1-17 (2) increase the potential for private sector 1-18 investment in, and future uses of, infrastructure associated with 1-19 federal military installations and their defense-dependent 1-20 communities. 1-21 (c) Not later than December 1, 2002, the Office of Defense 1-22 Affairs shall: 1-23 (1) compile all plans submitted to the office under 1-24 this Act into a single report; 1-25 (2) include its own recommendations in relation to a 2-1 comprehensive review of the submitted plans; and 2-2 (3) submit a copy of the report and recommendations to 2-3 the governor, the lieutenant governor, the speaker of the house of 2-4 representatives, and the chair of each legislative committee with 2-5 jurisdiction over defense affairs. 2-6 SECTION 2. This Act takes effect immediately if it receives 2-7 a vote of two-thirds of all the members elected to each house, as 2-8 provided by Section 39, Article III, Texas Constitution. If this 2-9 Act does not receive the vote necessary for immediate effect, this 2-10 Act takes effect September 1, 2001.
