1-1                                   AN ACT
 1-2     relating to a five-year strategic infrastructure plan for state
 1-3     military installations.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  (a)  The Office of Defense Affairs of the Texas
 1-6     Department of Economic Development, working in cooperation with the
 1-7     Texas Strategic Military Planning Commission, shall identify each
 1-8     defense-dependent community in the state and request that each
 1-9     community:
1-10                 (1)  coordinate with the Office of Defense Affairs and
1-11     develop a five-year strategic infrastructure plan; and
1-12                 (2)  submit the plan to the office as soon as possible
1-13     but not later than July 1, 2002.
1-14           (b)  Each strategic infrastructure plan must include
1-15     recommendations for specific state investments designed to:
1-16                 (1)  optimize the retention, stability, and growth of
1-17     military installations and their defense-dependent communities; and
1-18                 (2)  increase the potential for private sector
1-19     investment in, and future uses of, infrastructure associated with
1-20     federal military installations and their defense-dependent
1-21     communities.
1-22           (c)  Not later than December 1, 2002, the Office of Defense
1-23     Affairs shall:
1-24                 (1)  compile all plans submitted to the office under
1-25     this Act into a single report;
 2-1                 (2)  include in the report its own recommendations in
 2-2     relation to a comprehensive review of the submitted plans; and
 2-3                 (3)  submit a copy of the report to the governor, the
 2-4     lieutenant governor, the speaker of the house of representatives,
 2-5     and the chair of each legislative committee with jurisdiction over
 2-6     defense affairs.
 2-7           SECTION 2.  This Act takes effect immediately if it receives
 2-8     a vote of two-thirds of all the members elected to each house, as
 2-9     provided by Section 39, Article III, Texas Constitution.  If this
2-10     Act does not receive the vote necessary for immediate effect, this
2-11     Act takes effect September 1, 2001.
