                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to a five-year strategic infrastructure plan for state
 1-3     military installations.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. (a)  The Office of Defense Affairs of the Texas
 1-6     Department of Economic Development shall request that each military
 1-7     installation in the state:
 1-8                 (1)  develop a five-year strategic infrastructure plan;
 1-9     and
1-10                 (2)  submit the plan to the office not later than July
1-11     1, 2002.
1-12           (b)  Each strategic infrastructure plan must include
1-13     recommendations for specific state investments designed to:
1-14                 (1)  reduce long-term costs to the state of supporting
1-15     infrastructure for military installations and defense-dependent
1-16     communities; and
1-17                 (2)  increase the potential for private-sector
1-18     investment in and use of infrastructure for military installations
1-19     and defense-dependent communities.
1-20           (c)  Not later than December 1, 2002, the Office of Defense
1-21     Affairs shall:
1-22                 (1)  compile all plans submitted to the office under
1-23     this Act into a single report;
1-24                 (2)  include its own recommendations in relation to a
 2-1     comprehensive review of the submitted plans; and
 2-2                 (3)  submit a copy of the report and recommendations to
 2-3     the governor, the lieutenant governor, the speaker of the house of
 2-4     representatives, and the chair of each legislative committee with
 2-5     jurisdiction over defense affairs.
 2-6           SECTION 2.  This Act takes effect immediately if it receives
 2-7     a vote of two-thirds of all the members elected to each house, as
 2-8     provided by Section 39, Article III, Texas Constitution.  If this
 2-9     Act does not receive the vote necessary for immediate effect, this
2-10     Act takes effect September 1, 2001.
