 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to a five-year strategic infrastructure plan for state
1-11     military installations.
1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  (a)  The Office of Defense Affairs of the Texas
1-14     Department of Economic Development, working in cooperation with the
1-15     Texas Strategic Military Planning Commission, shall request that
1-16     each military installation in the state:
1-17                 (1)  develop a five-year strategic infrastructure plan;
1-18     and
1-19                 (2)  submit the plan to the office not later than July
1-20     1, 2002.
1-21           (b)  Each strategic infrastructure plan must include
1-22     recommendations for specific state investments designed to:
1-23                 (1)  optimize the retention, stability, and growth of
1-24     military installations and their defense-dependent communities; and
1-25                 (2)  increase the potential for private sector
1-26     investment in, and future uses of, infrastructure associated with
1-27     federal military installations and their defense-dependent
1-28     communities.
1-29           (c)  Not later than December 1, 2002, the Office of Defense
1-30     Affairs shall:
1-31                 (1)  compile all plans submitted to the office under
1-32     this Act into a single report;
1-33                 (2)  include its own recommendations in relation to a
1-34     comprehensive review of the submitted plans; and
1-35                 (3)  submit a copy of the report and recommendations to
1-36     the governor, the lieutenant governor, the speaker of the house of
1-37     representatives, and the chair of each legislative committee with
1-38     jurisdiction over defense affairs.
1-39           SECTION 2.  This Act takes effect immediately if it receives
1-40     a vote of two-thirds of all the members elected to each house, as
1-41     provided by Section 39, Article III, Texas Constitution.  If this
1-42     Act does not receive the vote necessary for immediate effect, this
1-43     Act takes effect September 1, 2001.
