No. 1186 A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to requiring the Texas Higher Education Coordinating Board 1-3 to publish certain performance data provided to the board by 1-4 general academic teaching institutions. 1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-6 SECTION 1. Subchapter C, Chapter 61, Education Code, is 1-7 amended by adding Section 61.088 to read as follows: 1-8 Sec. 61.088. PUBLICATION OF PERFORMANCE DATA OF GENERAL 1-9 ACADEMIC TEACHING INSTITUTIONS. (a) The board shall develop and 1-10 implement a program to publish performance data provided to the 1-11 board by general academic teaching institutions under this section. 1-12 (b) Not later than November 1 following the completion of an 1-13 academic year, a general academic teaching institution shall 1-14 provide to the board reports containing the performance data 1-15 required under this section. The reports collectively must contain 1-16 data related to: 1-17 (1) the qualifications of the entering class for the 1-18 academic year covered by the report, including: 1-19 (A) the average Texas Academic Skills Program 1-20 Test score of the class; 1-21 (B) the average Scholastic Assessment Test and 1-22 American College Test scores of the class; 1-23 (C) the range of Scholastic Assessment Test and 1-24 American College Test scores from the 25th to the 75th percentile; 1-25 (D) the overall grade point average of the 2-1 class; 2-2 (E) the number of students who graduated in the 2-3 top 10 percent of the student's high school graduating class; and 2-4 (F) enrollment percentages by ethnicity; and 2-5 (2) student performance and institution efficiency 2-6 including: 2-7 (A) the retention rate of full-time students 2-8 after the completion of one academic year at the institution; 2-9 (B) the percentage of full-time degree-seeking 2-10 students who earn a baccalaureate degree before the sixth 2-11 anniversary of the date of the student's first enrollment at the 2-12 institution; 2-13 (C) the percentage of lower division semester 2-14 credit hours taught by tenured or tenure-track faculty; 2-15 (D) the percentage of undergraduate classes with 2-16 less than 20 students; 2-17 (E) the percentage of undergraduate classes with 2-18 more than 50 students; 2-19 (F) the student-to-faculty ratio for 2-20 undergraduate students; 2-21 (G) the percentage of students receiving 2-22 financial aid; 2-23 (H) the average cost of tuition and fees for an 2-24 undergraduate student enrolled in 12 semester credit hours; 2-25 (I) the average cost of on-campus room and 2-26 board; 3-1 (J) the number of disciplines in which master's 3-2 degrees are offered; and 3-3 (K) the number of disciplines in which doctoral 3-4 degrees are offered. 3-5 (c) Each year in a grid format the board shall publish and 3-6 post on the board's Internet site the names of the general academic 3-7 teaching institutions, the performance data required by Subsection 3-8 (b), and any other information considered appropriate by the board. 3-9 The board shall use the classification system developed by the 3-10 Carnegie Foundation in publishing and posting the information. 3-11 (d) Each general academic teaching institution shall provide 3-12 a link on the institution's Internet home page to the board's 3-13 Internet site described by Subsection (c). 3-14 (e) A general academic teaching institution is not required 3-15 to report to the board the performance data required by Subsection 3-16 (b) if the data is available to the board from another source. 3-17 SECTION 2. This Act takes effect September 1, 2001. 3-18 SECTION 3. (a) Beginning with the 2001-2002 academic year, 3-19 each general academic teaching institution in this state shall 3-20 provide the performance data required under Section 61.088, 3-21 Education Code, as added by this Act. 3-22 (b) Not later than March 1, 2003, the Texas Higher Education 3-23 Coordinating Board shall publish and post on the board's Internet 3-24 site the performance data provided by the general academic teaching 3-25 institutions in this state as required by Section 61.088, Education 3-26 Code, as added by this Act.
