                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the ranking of undergraduate state universities by the
 1-3     Texas Higher Education Coordinating Board.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Subchapter C, Chapter 61, Education Code, is
 1-6     amended by adding Section 61.087 to read as follows:
 1-7           Sec. 61.087.  PERFORMANCE MEASURES OF GENERAL ACADEMIC
 1-8     TEACHING INSTITUTIONS. (a)  The board shall develop and implement a
 1-9     program to rank general academic teaching institutions in this
1-10     state.
1-11           (b)  A general academic teaching institution in this state
1-12     shall prepare a report providing data required under this section
1-13     to the board not later than November 1 following the completion of
1-14     an academic year.  The report must contain data related to:
1-15                 (1)  the qualifications of the entering class for the
1-16     academic year covered by the report, including:
1-17                       (A)  the average Texas Academic Skills Program
1-18     Test score of the class;
1-19                       (B)  the average Scholastic Assessment Test and
1-20     American College Test scores of the class;
1-21                       (C)  the range of Scholastic Assessment Test and
1-22     American College Test scores from the 25th to the 75th percentile;
1-23                       (D)  the overall grade point average of the
1-24     class;
 2-1                       (E)  the number of students who graduated in the
 2-2     top 20 percent of the student's high school graduating class; and
 2-3                       (F)  enrollment percentages by ethnicity; and
 2-4                 (2)  student performance and institution efficiency
 2-5     including:
 2-6                       (A)  the retention rate of full-time students
 2-7     after the completion of one academic year at the institution;
 2-8                       (B)  the percentage of full-time degree-seeking
 2-9     students who earn a baccalaureate degree before the sixth
2-10     anniversary of the date of the student's first enrollment at the
2-11     institution;
2-12                       (C)  the percentage of lower division courses
2-13     taught by tenured faculty;
2-14                       (D)  the percentage of undergraduate classes with
2-15     less than 20 students;
2-16                       (E)  the percentage of undergraduate classes with
2-17     more than 50 students;
2-18                       (F)  the student/faculty ratio for undergraduate
2-19     students;
2-20                       (G)  the percentage of students receiving
2-21     financial aid;
2-22                       (H)  the cost per credit hour including tuition
2-23     and other fees;
2-24                       (I)  the average cost of on-campus room and
2-25     board;
2-26                       (J)  the number of disciplines in which master's
2-27     degrees are offered; and
 3-1                       (K)  the number of disciplines in which doctoral
 3-2     degrees are offered.
 3-3           (c)  The board shall compile the data received under
 3-4     Subsection (b) and determine a rank for each general academic
 3-5     teaching institution by:
 3-6                 (1)  grouping institutions into categories based on the
 3-7     classification system developed by the Carnegie Foundation;
 3-8                 (2)  tabulating the data received under Subsection (b)
 3-9     from each institution; and
3-10                 (3)  ranking the institutions by a total weighted
3-11     score.
3-12           (d)  For each general academic teaching institution in this
3-13     state, the board shall, in a grid format, annually publish and post
3-14     on the board's Internet site:
3-15                 (1)  the ranking of each institution, by the Carnegie
3-16     Foundation classification system; and
3-17                 (2)  the data required by Subsection (b).
3-18           (e)  Each general academic teaching institution in this state
3-19     shall provide a link on the institution's Internet home page to the
3-20     board's Internet site described in Subsection (d).
3-21           SECTION 2. This Act takes effect September 1, 2002.
3-22           SECTION 3. (a)  Beginning with the 2001-2002 academic year,
3-23     each general academic teaching institution in this state shall
3-24     compile the data required under Section 61.087, Education Code, as
3-25     added by this Act.
3-26           (b)  Not later than January 1, 2003, the Texas Higher
3-27     Education Coordinating Board shall publish and post on the board's
 4-1     Internet site the rankings of the general academic teaching
 4-2     institutions in this state as required by Section 61.087, Education
 4-3     Code, as added by this Act.
