 1-7                            A BILL TO BE ENTITLED
 1-8                                   AN ACT
 1-9     relating to requiring the Texas Higher Education Coordinating Board
1-10     to publish certain performance data provided to the board by
1-11     general academic teaching institutions.
1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Subchapter C, Chapter 61, Education Code, is
1-14     amended by adding Section 61.088 to read as follows:
1-15           Sec. 61.088.  PUBLICATION OF PERFORMANCE DATA OF GENERAL
1-16     ACADEMIC TEACHING INSTITUTIONS.  (a)  The board shall develop and
1-17     implement a program to publish performance data provided to the
1-18     board by general academic teaching institutions under this section.
1-19           (b)  Not later than November 1 following the completion of an
1-20     academic year, a general academic teaching institution shall
1-21     provide to the board reports containing the performance data
1-22     required under this section.  The reports collectively must contain
1-23     data related to:
1-24                 (1)  the qualifications of the entering class for the
1-25     academic year covered by the report, including:
1-26                       (A)  the average Texas Academic Skills Program
1-27     Test score of the class;
1-28                       (B)  the average Scholastic Assessment Test and
1-29     American College Test scores of the class;
1-30                       (C)  the range of Scholastic Assessment Test and
1-31     American College Test scores from the 25th to the 75th percentile;
1-32                       (D)  the overall grade point average of the
1-33     class;
1-34                       (E)  the number of students who graduated in the
1-35     top 10 percent of the student's high school graduating class; and
1-36                       (F)  enrollment percentages by ethnicity; and
1-37                 (2)  student performance and institution efficiency
1-38     including:
1-39                       (A)  the retention rate of full-time students
1-40     after the completion of one academic year at the institution;
1-41                       (B)  the percentage of full-time degree-seeking
1-42     students who earn a baccalaureate degree before the sixth
1-43     anniversary of the date of the student's first enrollment at the
1-44     institution;
1-45                       (C)  the percentage of lower division semester
1-46     credit hours taught by tenured or tenure-track faculty;
1-47                       (D)  the percentage of undergraduate classes with
1-48     less than 20 students;
1-49                       (E)  the percentage of undergraduate classes with
1-50     more than 50 students;
1-51                       (F)  the student-to-faculty ratio for
1-52     undergraduate students;
1-53                       (G)  the percentage of students receiving
1-54     financial aid;
1-55                       (H)  the average cost of tuition and fees for an
1-56     undergraduate student enrolled in 12 semester credit hours;
1-57                       (I)  the average cost of on-campus room and
1-58     board;
1-59                       (J)  the number of disciplines in which master's
1-60     degrees are offered; and
1-61                       (K)  the number of disciplines in which doctoral
1-62     degrees are offered.
1-63           (c)  Each year in a grid format the board shall publish and
1-64     post on the board's Internet site the names of the general academic
 2-1     teaching institutions, the performance data required by Subsection
 2-2     (b), and any other information considered appropriate by the board.
 2-3     The board shall use the classification system developed by the
 2-4     Carnegie Foundation in publishing and posting the information.
 2-5           (d)  Each general academic teaching institution shall provide
 2-6     a link on the institution's Internet home page to the board's
 2-7     Internet site described by Subsection (c).
 2-8           (e)  A general academic teaching institution is not required
 2-9     to report to the board the performance data required by Subsection
2-10     (b) if the data is available to the board from another source.
2-11           SECTION 2.  This Act takes effect September 1, 2001.
2-12           SECTION 3.  (a)  Beginning with the 2001-2002 academic year,
2-13     each general academic teaching institution in this state shall
2-14     provide the performance data required under Section 61.088,
2-15     Education Code, as added by this Act.
2-16           (b)  Not later than March 1, 2003, the Texas Higher Education
2-17     Coordinating Board shall publish and post on the board's Internet
2-18     site the performance data provided by the general academic teaching
2-19     institutions in this state as required by Section 61.088, Education
2-20     Code, as added by this Act.
