                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to an interim committee on revenue sources for local
 1-3     transportation infrastructure.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  The legislature finds that:
 1-6                 (1)  it is vital to the economy of this state that
 1-7     local governments have the ability to:
 1-8                       (A)  construct and maintain adequate roads,
 1-9     bridges, and other transportation infrastructure; and
1-10                       (B)  undertake transportation projects that are
1-11     necessary to support a growing population and its use of local
1-12     transportation infrastructure; and
1-13                 (2)  it is in the interest of all citizens of this
1-14     state that adequate, equitably distributed sources of revenue be
1-15     available to local governments that are responsible for
1-16     constructing and maintaining transportation infrastructure.
1-17           SECTION 2.  (a)  An interim committee is established to study
1-18     revenue sources for local transportation infrastructure.  The
1-19     interim committee is composed of six members who are appointed as
1-20     follows:
1-21                 (1)  three members of the senate, appointed by the
1-22     lieutenant governor; and
1-23                 (2)  three members of the house of representatives,
1-24     appointed by the speaker of the house of representatives.
 2-1           (b)  The  committee  members  shall select a presiding
 2-2     officer from among their membership and shall meet at the call of
 2-3     the presiding officer.
 2-4           (c)  The committee shall:
 2-5                 (1)  study the adequacy, availability, and equity of
 2-6     distribution of revenue sources for the construction and
 2-7     maintenance of roads, bridges, and other transportation
 2-8     infrastructure by municipalities, counties, and other local
 2-9     governments; and
2-10                 (2)  develop recommendations based on the study for
2-11     changes in law to promote the findings described by Section 1 of
2-12     this Act.
2-13           (d)  Not later than November 1, 2002, the committee shall
2-14     prepare a report describing its recommendations and shall deliver
2-15     the report to the governor, lieutenant governor, and speaker of the
2-16     house of representatives.
2-17           (e)  The committee shall adopt rules to administer this
2-18     section.
2-19           (f)  The committee is abolished and this section expires
2-20     September 1, 2003.
2-21           SECTION 3.  Not later than November 1, 2001, the lieutenant
2-22     governor and speaker of the house of representatives shall appoint
2-23     members to the interim committee as provided by Section 2 of this
2-24     Act.
2-25           SECTION 4.  This Act takes effect immediately if it receives
2-26     a vote of two-thirds of all the members elected to each house, as
2-27     provided by Section 39, Article III, Texas Constitution.  If this
 3-1     Act does not receive the vote necessary for immediate effect, this
 3-2     Act takes effect September 1, 2001.
