                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to requiring the Texas Natural Resource Conservation
 1-3     Commission to file a report on the state of the Rio Grande.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 5.178, Water Code, is amended by adding
 1-6     Subsection (e) to read as follows:
 1-7           (e)  As part of the biennial reports required by this
 1-8     section, the commission shall file on or before December 1, 2002,
 1-9     and every two years after that date, a report on the state of the
1-10     Rio Grande, including:
1-11                 (1)  policy recommendations and a detailed action plan;
1-12                 (2)  an identification of federal, state, and local
1-13     resources that can address local issues; and
1-14                 (3)  for reports after the initial report:
1-15                       (A)  an analysis of the progress being made in
1-16     implementing the recommendations and the action plan; and
1-17                       (B)  any additional recommendations or proposed
1-18     actions.
1-19           SECTION 2. This Act takes effect September 1, 2001.
