A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the coordination of services at Early Head Start and 1-3 Head Start programs. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Chapter 72, Human Resources Code, is amended by 1-6 adding Section 72.003 to read as follows: 1-7 72.003. Coordination of Services 1-8 (a) Consistent with 45 CFR 1304.40(h)(1), 45 CFR 1-9 1304.41(a)(2), and 45 CFR 98.14, an Early Head Start or Head Start 1-10 program shall coordinate with the Texas Workforce Commission and 1-11 local workforce development boards regarding subsidized child care 1-12 services. 1-13 (b) Coordination shall consist of ensuring full-day, 1-14 full-year child care services are available to meet the needs of 1-15 low-income parents who are working or in training or education 1-16 activities. 1-17 (c) Additional coordination may consist of: 1-18 (1) Cooperation with studies conducted by the Texas 1-19 Workforce Commission; 1-20 (2) Data collection necessary for the purpose of 1-21 determining possible eligibility for subsidized child care and 1-22 Early Head Start or Head Start programs, where permissible; 1-23 (3) Professional development or training of staff; 2-1 (4) Identification and development of opportunities, 2-2 such as sharing facilities or staff and increasing enrollment 2-3 capacity, for the collaborative provision of Early Head Start, Head 2-4 Start and child care services; 2-5 (5) Determining child care facility locations near an 2-6 Early Head Start and Head Start programs; and 2-7 (6) Transportation between an Early Head Start or Head 2-8 Start program and nearby child care facilities. 2-9 SECTION 2. This Act takes effect September 1, 2001.
