                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to establishing T.E.A.C.H. pilot projects to assist
 1-3     teachers in retaining employment in the field of child care.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 302, Labor Code, is amended by adding
 1-6     Section 302.009 to read as follows:
 1-7           302.009 T.E.A.C.H. Pilot Projects
 1-8           (a)  The Commission shall establish Teacher Education and
 1-9     Compensation Helps (T.E.A.C.H.) pilot projects to assist teachers
1-10     in retaining employment in the field of child care.  The Commission
1-11     may consult with other early childhood teacher education and
1-12     compensation projects.
1-13           (b)  At a minimum, each pilot shall demonstrate:
1-14                 (1)  Coordination between the Commission and the
1-15     appropriate local workforce development board;
1-16                 (2)  Incremental increases in financial support for the
1-17     pilot from public and private sources, including in-kind and cash
1-18     contributions;
1-19                 (3)  The following categories are addressed for each
1-20     participating child care teacher:
1-21                       (A)  Scholarships;
1-22                       (B)  Education;
1-23                       (C)  Compensation; and
 2-1                       (D)  Retention;
 2-2                 (4)  Financial commitment from the participating
 2-3     employers to graduated increases in compensation to child care
 2-4     teachers;
 2-5                 (5)  Participation in the evaluation of T.E.A.C.H.
 2-6     pilots as determined by the Commission.
 2-7           (c)  For a teacher to be eligible to participate in a
 2-8     T.E.A.C.H. pilot, teachers must be employed in a child care program
 2-9     that has a provider agreement with a local workforce development
2-10     board to serve families receiving subsidized child care services.
2-11           (d)  The Commission shall determine T.E.A.C.H. pilot sites in
2-12     at least three areas of the state including one urban, one rural,
2-13     and one border area of the state.
2-14           SECTION 2.  This Act takes effect September 1, 2001.
