                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to establishing in El Paso County a medical program for
 1-3     students of Texas Tech University Health Sciences Center.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Chapter 110, Education Code, is amended by adding
 1-6     Section 110.061 to read as follows:
 1-7           Sec. 110.061.  MEDICAL PROGRAM IN EL PASO COUNTY. (a)  On
 1-8     approval of the coordinating board, the board of regents may
 1-9     establish and maintain a doctor of medicine degree program at the
1-10     component of Texas Tech University Health Sciences Center located
1-11     in El Paso County.
1-12           (b)  The board of regents shall prescribe the full curriculum
1-13     leading to a doctor of medicine degree and may make rules for the
1-14     operation, control, and management of the medical program as may be
1-15     necessary for its conduct as a medical program of the first class.
1-16           (c)  The board of regents may accept and administer gifts and
1-17     grants from any public or private person or entity for the use and
1-18     benefit of the medical program.
1-19           (d)  The board of regents shall provide adequate physical
1-20     facilities for use by the medical program in its teaching and
1-21     research programs.
1-22           (e)  A teaching hospital considered suitable by the board of
1-23     regents may be provided by a public or private entity.  The
1-24     hospital may not be maintained with state funds.
 2-1           SECTION 2.  This Act takes effect immediately if it receives
 2-2     a vote of two-thirds of all the members elected to each house, as
 2-3     provided by Section 39, Article III, Texas Constitution.  If this
 2-4     Act does not receive the vote necessary for immediate effect, this
 2-5     Act takes effect September 1, 2001.
