                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to a challenge of voter registration.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 16.092, Election Code, is amended to read
 1-5     as follows:
 1-6           Sec. 16.092.  SWORN STATEMENT REQUIRED.  (a)  A voter
 1-7     desiring to challenge a registration must file with the registrar a
 1-8     sworn statement of the grounds for the challenge.
 1-9           (b)  The voter filing the sworn statement must properly
1-10     identify each challenged voter in the sworn statement.
1-11           (c)  The voter filing the sworn statement must state a
1-12     challenge, based upon personal knowledge, that each challenged
1-13     voter does not possess a specific qualification for remaining
1-14     registered.
1-15           SECTION 2.  This Act takes effect immediately if it receives
1-16     a vote of two-thirds of all members elected to each house, as
1-17     provided by Section 39, Article III, Texas Constitution.  If this
1-18     Act does not receive the vote necessary for immediate effect, this
1-19     Act takes effect September 1, 2001.
