1-1                                   AN ACT
 1-2     relating to establishing at Prairie View A&M University a center
 1-3     for relationship violence prevention and intervention.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 87, Education Code, is
 1-6     amended by adding Section 87.107 to read as follows:
 1-7           Sec. 87.107.  CENTER FOR RELATIONSHIP VIOLENCE PREVENTION AND
 1-8     INTERVENTION.  (a)  The Center for Relationship Violence Prevention
 1-9     and Intervention is established at Prairie View A&M University.
1-10           (b)  The organization, control, and management of the center
1-11     is vested in the board of regents of The Texas A&M University
1-12     System.
1-13           (c)  The board of regents shall approve the employment of
1-14     personnel by and the operating budget of the center.  An employee
1-15     of the center is an employee of Prairie View A&M University.
1-16           (d)  The center may:
1-17                 (1)  provide services to victims and perpetrators of
1-18     relationship violence;
1-19                 (2)  serve as a shelter for victims of relationship
1-20     violence in Waller County and surrounding communities;
1-21                 (3)  conduct, coordinate, collect, and evaluate
1-22     research in all areas relating to relationship violence;
1-23                 (4)  provide a setting for educational programs
1-24     relating to relationship violence, including:
1-25                       (A)  educational programs for students; and
 2-1                       (B)  continuing education and training programs
 2-2     for campus personnel;
 2-3                 (5)  serve as a state and national resource for
 2-4     information on relationship violence; and
 2-5                 (6)  in connection with its research and educational
 2-6     programs:
 2-7                       (A)  develop programs, policies, and strategies
 2-8     to address relationship violence and related social problems; and
 2-9                       (B)  create partnerships, collaborative efforts,
2-10     or outreach, public service, or technical assistance programs to
2-11     assist communities, governmental agencies, or private entities to
2-12     implement programs, policies, and strategies addressing
2-13     relationship violence and related social problems.
2-14           (e)  The center may enter into a cooperative agreement or
2-15     contract with a public or private entity to perform the duties of
2-16     the center.
2-17           (f)  The board of regents may accept gifts and grants from a
2-18     public or private source for the benefit of the center.
2-19           (g)  Establishment of the center is subject to the
2-20     availability of federal funding or other funding for that purpose.
2-21     The board of regents may not use legislative appropriations, other
2-22     than any gifts or grants subject to appropriation, to establish or
2-23     operate the center.
2-24           SECTION 2.  This Act takes effect September 1, 2001.
