No. 1429 By: Van de Putte 1-7 A BILL TO BE ENTITLED 1-8 AN ACT 1-9 relating to establishing at Prairie View A&M University a center 1-10 for relationship violence prevention and intervention. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Subchapter B, Chapter 87, Education Code, is 1-13 amended by adding Section 87.107 to read as follows: 1-14 Sec. 87.107. CENTER FOR RELATIONSHIP VIOLENCE PREVENTION AND 1-15 INTERVENTION. (a) The Center for Relationship Violence Prevention 1-16 and Intervention is established at Prairie View A&M University. 1-17 (b) The organization, control, and management of the center 1-18 is vested in the board of regents of The Texas A&M University 1-19 System. 1-20 (c) The board of regents shall approve the employment of 1-21 personnel by and the operating budget of the center. An employee 1-22 of the center is an employee of Prairie View A&M University. 1-23 (d) The center may: 1-24 (1) provide services to victims and perpetrators of 1-25 relationship violence; 1-26 (2) serve as a shelter for victims of relationship 1-27 violence in Waller County and surrounding communities; 1-28 (3) conduct, coordinate, collect, and evaluate 1-29 research in all areas relating to relationship violence; 1-30 (4) provide a setting for educational programs 1-31 relating to relationship violence, including: 1-32 (A) educational programs for students; and 1-33 (B) continuing education and training programs 1-34 for campus personnel; 1-35 (5) serve as a state and national resource for 1-36 information on relationship violence; and 1-37 (6) in connection with its research and educational 1-38 programs: 1-39 (A) develop programs, policies, and strategies 1-40 to address relationship violence and related social problems; and 1-41 (B) create partnerships, collaborative efforts, 1-42 or outreach, public service, or technical assistance programs to 1-43 assist communities, governmental agencies, or private entities to 1-44 implement programs, policies, and strategies addressing 1-45 relationship violence and related social problems. 1-46 (e) The center may enter into a cooperative agreement or 1-47 contract with a public or private entity to perform the duties of 1-48 the center. 1-49 (f) The board of regents may accept gifts and grants from a 1-50 public or private source for the benefit of the center. 1-51 (g) Establishment of the center is subject to the 1-52 availability of federal funding or other funding for that purpose. 1-53 The board of regents may not use legislative appropriations, other 1-54 than any gifts or grants subject to appropriation, to establish or 1-55 operate the center. 1-56 SECTION 2.
