                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the qualifications and compensation of state agency
 1-3     property managers.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Subchapter L, Chapter 403, Government Code, is
 1-6     amended by adding Section 403.2731 to read as follows:
 1-7           Sec. 403.2731.  PROPERTY MANAGERS: QUALIFICATIONS AND
 1-8     COMPENSATION.  (a)  The classification officer shall create within
 1-9     the state's position classification plan under Chapter 654 a
1-10     classification structure for property managers that effectively
1-11     establishes a career ladder for state agency property managers.
1-12     The classification structure for property managers must include at
1-13     least three levels of classification and be based in part on the
1-14     certification levels established by the National Property
1-15     Management Association or by a similar organization that certifies
1-16     personal property management professionals under comparable
1-17     certification requirements.
1-18           (b)  Each state agency that owns at least 10,000 items of
1-19     personal property shall require at least one of its property
1-20     managers to be certified by the National Property Management
1-21     Association or by a similar organization that certifies personal
1-22     property management professionals under comparable certification
1-23     requirements.
1-24           SECTION 2.  Each state agency subject to Section 403.2731(b),
 2-1     Government Code, as added by this Act, shall comply with the
 2-2     requirements of that law by not later than August 31, 2002.
 2-3           SECTION 3.  This Act takes effect immediately if it receives
 2-4     a vote of two-thirds of all the members elected to each house, as
 2-5     provided by Section 39, Article III, Texas Constitution.  If this
 2-6     Act does not receive the vote necessary for immediate effect, this
 2-7     Act takes effect September 1, 2001.
