                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to an assessment of the future affordable housing needs of
 1-3     the regions of this state.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Chapter 2306, Government Code, is amended by
 1-6     adding Subchapter GG to read as follows:
 1-7          SUBCHAPTER GG.  TEXAS AFFORDABLE HOUSING NEEDS ASSESSMENT
 1-8           Sec. 2306.781.  DEFINITIONS. In this subchapter:
 1-9                 (1)  "Border region" means the area composed of the
1-10     counties of Atascosa, Bandera, Bexar, Brewster, Brooks, Cameron,
1-11     Crockett, Culberson, Dimmit, Duval, Edwards, El Paso, Frio,
1-12     Hidalgo, Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kerr,
1-13     Kimble, Kinney, Kleberg, La Salle, Live Oak,  Maverick, McMullen,
1-14     Medina, Nueces, Pecos, Presidio, Real, Reeves, San Patricio, Starr,
1-15     Sutton, Terrell, Uvalde, Val Verde, Webb, Willacy, Zapata, and
1-16     Zavala.
1-17                 (2)  "Public senior college or university" has the
1-18     meaning assigned by Section 61.003, Education Code.
1-19           Sec. 2306.782.  TEXAS AFFORDABLE HOUSING NEEDS ASSESSMENT.
1-20     (a)  In conjunction with the office of the  comptroller, the
1-21     department shall assess the future affordable housing needs of the
1-22     regions of this state, including West Texas, the Panhandle, East
1-23     Texas, Central Texas, and the border region and any other part of
1-24     South Texas.
 2-1           (b)  In making the assessment required by this subchapter,
 2-2     the department shall project the affordable housing needs of each
 2-3     region as of the end of each five-year period occurring between
 2-4     September 1, 2001, and September 1, 2021, and as of September 1,
 2-5     2031.
 2-6           Sec. 2306.783.  FUNDING. The department may use any available
 2-7     revenue, including legislative appropriations, to make the
 2-8     assessment required by this subchapter.
 2-9           Sec. 2306.784.  CONTRACTUAL AUTHORITY. The department may
2-10     contract with a research center, a public senior college or
2-11     university, or a component of a public senior college or
2-12     university, including the Lyndon B. Johnson School of Public
2-13     Affairs, to make the assessment required by this subchapter.
2-14           Sec. 2306.785.  REPORT. Not later than September 1, 2002, the
2-15     department shall submit a report to the governor, the lieutenant
2-16     governor, and the legislature detailing the department's findings
2-17     on the future affordable housing needs of this state and the
2-18     regions of this state.
2-19           Sec. 2306.786.  EXPIRATION DATE. This subchapter expires
2-20     October 1, 2002.
2-21           SECTION 2. This Act takes effect September 1, 2001.
