 1-7                            A BILL TO BE ENTITLED
 1-8                                   AN ACT
 1-9     relating to the fee collected for the registration of vehicles in
1-10     certain counties.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  Section 502.1705, Transportation Code, is amended
1-13     to read as follows:
1-14           Sec. 502.1705.  ADDITIONAL FEE FOR AUTOMATED REGISTRATION AND
1-15     TITLE SYSTEM AND DISABLED PARKING PLACARDS.  (a)  In addition to
1-16     other registration fees for a license plate or set of license
1-17     plates or other device used as the registration insignia, a fee of
1-18     35 cents [$1] shall be collected.
1-19           (b)  Of each fee collected under this section, the [The]
1-20     department:
1-21                 (1)  may use 25 cents [money collected under this
1-22     section] to perform one or more of the following:
1-23                       (A) [(1)]  enhancing the department's automated
1-24     registration and title system;
1-25                       (B) [(2)]  providing for the automated on-site
1-26     production of registration insignia; or
1-27                       (C) [(3)]  providing for automated on-premises
1-28     and off-premises self-service registration; and
1-29                 (2)  shall deposit 10 cents to the credit of the state
1-30     highway fund to defray the cost of issuing disabled parking
1-31     placards under Section 681.004.
1-32           (c)  This section applies only in a county in which the
1-33     department's automated registration and title system has been
1-34     implemented and in which 50,000 or more motor vehicles were
1-35     registered during the preceding year.
1-36           SECTION 2.  This Act takes effect September 1, 2004, and
1-37     applies only to a registration fee for a registration period
1-38     beginning on or after that date.
