No. 26 2001S0469/1 1-1 SENATE CONCURRENT RESOLUTION 1-2 WHEREAS, A work of art can immortalize for all time the 1-3 spirit of the age and the cultural heritage by which it was 1-4 inspired; and 1-5 WHEREAS, Recognizing outstanding artists by bestowing on them 1-6 titles of honor is a long-standing practice and serves as an 1-7 encouragement to other talented artists; and 1-8 WHEREAS, Traditionally, a committee of the Texas Legislature 1-9 has elected the Texas State Artist, appropriately honoring those 1-10 Texans who have exhibited exceptional ability in portraying the 1-11 beauty of this state, some facet of its history, or the proud 1-12 spirit of its people; now, therefore, be it 1-13 RESOLVED, That the 77th Legislature of the State of Texas 1-14 hereby request the speaker of the house of representatives and the 1-15 lieutenant governor to create a special committee to designate 1-16 Texas State Artists in two categories of art to serve concurrently 1-17 a term of one year; one state artist shall be selected each year on 1-18 the basis of achievements in two-dimensional media and one state 1-19 artist shall be selected each year on the basis of achievements in 1-20 three-dimensional media; and, be it further 1-21 RESOLVED, That the committee shall designate a Texas State 1-22 Artist in each category for the year beginning November 1, 2001, 1-23 and ending October 31, 2002, and a Texas State Artist in each 1-24 category for the year beginning November 1, 2002, and ending 2-1 October 31, 2003; and, be it further 2-2 RESOLVED, That the special committee be named the Texas State 2-3 Artist Committee and be composed of three members of the senate to 2-4 be appointed by the lieutenant governor and three members of the 2-5 house of representatives to be appointed by the speaker of the 2-6 house; the lieutenant governor and speaker of the house shall each 2-7 designate a cochair from among their appointees, and the committee 2-8 shall subsequently meet at the call of the cochairs; and, be it 2-9 further 2-10 RESOLVED, That in the selection process, artists may be 2-11 nominated by themselves or others, and they should designate their 2-12 category of interest; from the list of qualified nominees, the 2-13 committee shall vote for their choice of Texas State Artist in each 2-14 of the two categories; and, be it further 2-15 RESOLVED, That the Texas Commission on the Arts assist the 2-16 committee, to the degree it requests, especially in the area of 2-17 publicizing the designation of Texas State Artist; and, be it 2-18 further 2-19 RESOLVED, That the persons designated as state artists be 2-20 superior and recognized artists who are citizens of the State of 2-21 Texas.
