No. 32 77R5722 MTD-D CONCURRENT RESOLUTION 1-1 WHEREAS, Government is under increasing pressure to reduce 1-2 costs while at the same time, citizens expect the services provided 1-3 by government to improve; one way to reconcile the issues of 1-4 reduced funding and improved services is to introduce competition 1-5 into the operation of government; and 1-6 WHEREAS, To that end, state agencies should consider adopting 1-7 a managed competition model as a means of containing the costs of 1-8 government services while ensuring that the services that taxpayers 1-9 receive are delivered as efficiently and effectively as possible; 1-10 and 1-11 WHEREAS, Managed competition provides an equal opportunity 1-12 for governmental agencies to compete with private vendors to 1-13 provide government services in the most economic and efficient 1-14 manner; and 1-15 WHEREAS, Under managed competition, agency employees analyze 1-16 and reengineer an internal business task and develop a proposal 1-17 that is compared to the best private sector bid; and 1-18 WHEREAS, If the private sector bid is more cost-effective and 1-19 provides the best service delivery, the contract is awarded to the 1-20 vendor; if the agency employee's proposal is more cost-effective, 1-21 the internal business task is reengineered according to the 1-22 proposal and the agency continues to provide the service; and 1-23 WHEREAS, In order to enable state agencies to implement 1-24 managed competition, the following recommendations should be 2-1 considered: 2-2 1. use a consistent methodology when selecting 2-3 projects for managed competition; 2-4 2. develop an internal program to ensure that managed 2-5 competition projects are designed to facilitate a fair and 2-6 equitable process for both state employees and private vendors; 2-7 3. develop a transition program for employees who lose 2-8 their jobs due to a managed competition; and 2-9 WHEREAS, Each state agency has an ongoing responsibility to 2-10 ensure that its processes are carried out as effectively and 2-11 efficiently as possible and managed competition is a tool to 2-12 achieve this goal; now, therefore, be it 2-13 RESOLVED, That the 77th Legislature of the State of Texas 2-14 hereby direct all state agencies to consider implementing a managed 2-15 competition process in order to reduce costs and improve services 2-16 and to consider using the methodology of the comptroller of public 2-17 accounts to administer the process; and, be it further 2-18 RESOLVED, That the secretary of state forward an official 2-19 copy of this resolution to the executive director of each state 2-20 agency.
