No. 53 2001S1396/2 1-1 SENATE CONCURRENT RESOLUTION 1-2 WHEREAS, The Communities in Schools program is an exemplary 1-3 program that exists to help young people learn, stay in school, and 1-4 prepare for a successful life by providing school-based social 1-5 services and links to community resources; and 1-6 WHEREAS, It is the intent of the legislature that the 1-7 Communities in Schools program operate throughout the state; and 1-8 WHEREAS, In order to maximize the effectiveness of the 1-9 Communities in Schools program, it is necessary to appoint a 1-10 bipartisan advisory council to serve in an advisory capacity to the 1-11 Communities in Schools of Texas, Incorporated, office; now, 1-12 therefore, be it 1-13 RESOLVED, That the 77th Legislature of the State of Texas 1-14 hereby create the Communities in Schools of Texas State Advisory 1-15 Council with a scope of responsibilities limited to: 1-16 (1) public relations and marketing in order to develop and 1-17 implement a statewide marketing campaign to promote the Communities 1-18 in Schools program concept and the effectiveness of its prevention 1-19 model and to educate state and community leaders by increasing 1-20 public awareness of school dropout problems and the effectiveness 1-21 of the prevention model in addressing those problems; 1-22 (2) replication of the Communities in Schools program 1-23 throughout all independent school districts in the state by helping 1-24 to secure funding in new communities and by introducing community 2-1 leaders to the Communities in Schools program; 2-2 (3) fundraising and resource development and the development 2-3 and implementation of a fundraising strategy in coordination with 2-4 the Communities in Schools of Texas, Incorporated, office to secure 2-5 additional private funds to ensure the expansion and sustainability 2-6 of the Communities in Schools program statewide and assist the 2-7 program to obtain additional resources and secure partnerships to 2-8 further the mission of the program; and 2-9 (4) strategic planning and the development and 2-10 implementation of a strategic plan in coordination with the 2-11 Communities in Schools of Texas, Incorporated, office in order to 2-12 support the program's goals and objectives; and, be it further 2-13 RESOLVED, That the governor, the lieutenant governor, the 2-14 senator for District 14, the Communities in Schools of Texas, 2-15 Incorporated, office, the Communities in Schools National Office, 2-16 and the Communities in Schools Executive Directors Association of 2-17 Texas may propose a list of individuals from the public and private 2-18 sectors to serve as members of the advisory council without regard 2-19 to the race, ethnicity, gender, religion, disability, age, or 2-20 national origin of the proposed member; and, be it further 2-21 RESOLVED, That the proposed members of the advisory council 2-22 must be representative of the ethnic diversity of the state's 2-23 population and must reflect the interests of the major regions of 2-24 the state; and, be it further 2-25 RESOLVED, That the advisory council shall be composed of 15 2-26 members, with nine members being appointed by the governor, three 3-1 members being appointed by the lieutenant governor, and three 3-2 members being appointed by the speaker of the house of 3-3 representatives; and, be it further 3-4 RESOLVED, That members of the advisory council serve without 3-5 compensation or reimbursement of expenses; and, be it further 3-6 RESOLVED, That the advisory council members shall serve 3-7 staggered three-year terms and that the initial appointments to the 3-8 council shall be made with terms of one, two, or three years as 3-9 necessary so that one-third of the appointed members' terms expire 3-10 each year; and, be it further 3-11 RESOLVED, That provisions relating to membership requirements 3-12 on the council shall be determined under the conditions and in 3-13 accordance with the procedures provided by the bylaws of the 3-14 advisory council; and, be it further 3-15 RESOLVED, That the advisory council shall work closely with 3-16 the Texas Department of Protective and Regulatory Services to 3-17 support the implementation and growth of the Communities in Schools 3-18 program statewide.
