 1-6                        SENATE CONCURRENT RESOLUTION
 1-7           WHEREAS, The Communities in Schools program is an exemplary
 1-8     program that exists to help young people learn, stay in school, and
 1-9     prepare for a successful life by providing school-based social
1-10     services and links to community resources; and
1-11           WHEREAS, It is the intent of the legislature that the
1-12     Communities in Schools program operate throughout the state; and
1-13           WHEREAS, In order to maximize the effectiveness of the
1-14     Communities in Schools program, it is necessary to appoint a
1-15     bipartisan advisory council to serve in an advisory capacity to the
1-16     Communities in Schools of Texas office; now, therefore, be it
1-17           RESOLVED, That the 77th Legislature of the State of Texas
1-18     hereby create the Communities in Schools of Texas State Advisory
1-19     Council with a scope of responsibilities limited to:
1-20           (1)  public relations and marketing in order to develop and
1-21     implement a statewide marketing campaign to promote the Communities
1-22     in Schools program concept and the effectiveness of its prevention
1-23     model and to educate state and community leaders by increasing
1-24     public awareness of school dropout problems and the effectiveness
1-25     of the  prevention model in addressing those problems;
1-26           (2)  replication of the Communities in Schools program
1-27     throughout all independent school districts in the state by helping
1-28     to secure funding in new communities and by introducing community
1-29     leaders to the Communities in Schools program;
1-30           (3)  fundraising and resource development and the development
1-31     and implementation of a fundraising strategy in coordination with
1-32     the Communities in Schools of Texas office to secure additional
1-33     private funds to ensure the expansion and sustainability of the
1-34     Communities in Schools program statewide and assist the program to
1-35     obtain additional resources and secure partnerships to further the
1-36     mission of the program; and
1-37           (4)  strategic planning and the development and
1-38     implementation of a strategic plan in coordination with the
1-39     Communities in Schools of Texas office in order to support the
1-40     program's goals and objectives; and, be it further
1-41           RESOLVED, That the governor, the lieutenant governor, the
1-42     senator for District 14, the Communities in Schools of Texas
1-43     office, the Communities in Schools National Office, and the
1-44     Communities in Schools Executive Directors Association of Texas may
1-45     propose a list of individuals from the public and private sectors
1-46     to serve as members of the advisory council without regard to the
1-47     race, ethnicity, gender, religion, disability, age, or national
1-48     origin of the proposed member; and, be it further
1-49           RESOLVED, That the proposed members of the advisory council
1-50     must be representative of the ethnic diversity of the state's
1-51     population and must reflect the interests of the major regions of
1-52     the state; and, be it further
1-53           RESOLVED, That the advisory council shall be composed of 15
1-54     members, with nine members being appointed by the governor, three
1-55     members being appointed by the lieutenant governor, and three
1-56     members being appointed by the speaker of the house of
1-57     representatives; and, be it further
1-58           RESOLVED, That members of the advisory council serve without
1-59     compensation or reimbursement of expenses; and, be it further
1-60           RESOLVED, That the advisory council members shall serve
1-61     staggered three-year terms and that the initial appointments to the
1-62     council shall be made with terms of one, two, or three years as
1-63     necessary so that one-third of the appointed members' terms expire
1-64     each year; and, be it further
 2-1           RESOLVED, That provisions relating to membership requirements
 2-2     on the council shall be determined under the conditions and in
 2-3     accordance with the procedures provided by the bylaws of the
 2-4     advisory council; and, be it further
 2-5           RESOLVED, That the advisory council shall work closely with
 2-6     the Texas Department of Protective and Regulatory Services to
 2-7     support the implementation and growth of the Communities in Schools
 2-8     program statewide.
