1-1                        SENATE CONCURRENT RESOLUTION
 1-2           WHEREAS, The Legislature of the State of Texas is pleased to
 1-3     recognize Lockheed Martin for the many valuable contributions it
 1-4     has made to the people of this state and to express its unqualified
 1-5     support for future plans to assemble the Joint Strike Fighter at
 1-6     Lockheed Martin Aeronautics in Fort Worth; and
 1-7           WHEREAS, Lockheed Martin's Texas companies set the standard
 1-8     for excellence in aircraft, missiles, space operations and launch
 1-9     vehicles, information systems, environmental remediation, logistics
1-10     management, training and technical services, and state and local
1-11     government services; and
1-12           WHEREAS, Lockheed Martin makes vital contributions to the
1-13     economic well-being of the State of Texas, operating 13 facilities
1-14     with $1.2 billion in payroll being distributed to its 19,000 Texas
1-15     employees; additionally, its business operations generate billions
1-16     of dollars of revenue for nearly 2,700 Texas suppliers, including
1-17     91 small, historically underutilized, and women-owned businesses;
1-18     and
1-19           WHEREAS, An outstanding corporate citizen of Texas, Lockheed
1-20     Martin has contributed more than $3 million in charitable
1-21     donations, plus countless hours of employee volunteer time to state
1-22     and local educational, cultural, and service organizations; and
1-23           WHEREAS, Lockheed Martin Aeronautics Company, located in Fort
1-24     Worth, Texas, is celebrating its 60th anniversary in 2001 as the
1-25     premier military aircraft manufacturer in the world; over the
 2-1     course of its history in Fort Worth, Lockheed Martin Aeronautics
 2-2     has produced 3,120 F-16s, 562 F-111s, 116 B-58s, 385 B-36s, 124
 2-3     B-32s, and 3,034 B-24s, a total of 7,341 military aircraft; and
 2-4           WHEREAS, A fifth generation fighter aircraft for all three
 2-5     military services known as the Joint Strike Fighter will replace
 2-6     the F-15s, F-16s, A-10s, AV-8s, and F-18s in service; the
 2-7     Department of Defense is scheduled to purchase 3,000 of the
 2-8     aircraft, while the international market could be an additional
 2-9     3,000; and
2-10           WHEREAS, Production of the Joint Strike Fighter is expected
2-11     to further the United States' dominance of the world export fighter
2-12     market for the next 30 years, continuing the legacy of the F-16
2-13     Fighting Falcon, the greatest export defense success of this
2-14     generation; and
2-15           WHEREAS, The production of the Joint Strike Fighter, which
2-16     will generate $200 billion in sales, will be the last major fighter
2-17     contract awarded until the year 2040; and
2-18           WHEREAS, The assembly of the Joint Strike Fighter will begin
2-19     in 2008 under the existing timetable, and the project would extend
2-20     the life of the 60-year-old Fort Worth plant, as the production of
2-21     the F-16 Fighting Falcon will conclude with the close of this
2-22     decade; and
2-23           WHEREAS, The Joint Strike Fighter project could potentially
2-24     create as many as 2,000 engineering, manufacturing, and development
2-25     jobs, 8,000 full production jobs, and 40,000 jobs for
2-26     subcontractors; and
 3-1           WHEREAS, Among those hoping to assemble the Joint Strike
 3-2     Fighter are companies with sites in Missouri and California; the
 3-3     Secretary of Defense has been requested by Congress to submit a
 3-4     report on production alternatives for the Joint Strike Fighter
 3-5     Program and the effects on the tactical fighter aircraft industrial
 3-6     base of each alternative considered; and
 3-7           WHEREAS, California's power shortages will not be rectified
 3-8     for some time to come, rendering it unable to guarantee adequate
 3-9     supplies of affordable electricity for production, while the State
3-10     of Texas should have over 20 percent excess electricity capacity in
3-11     the future due to power plant construction and local availability
3-12     of natural gas combined with a streamlined application process for
3-13     additional power plants; and
3-14           WHEREAS, Since 1941, the Lockheed Martin Aeronautics Company
3-15     in Fort Worth has provided hundreds of thousands of Texans with
3-16     quality, well-paying employment; a company that has earned an
3-17     unequalled reputation for military aircraft construction, Lockheed
3-18     Martin Aeronautics Company will continue to be the premier fighter
3-19     aircraft manufacturer in the world, guaranteeing our nation's
3-20     defense and continuing the proud heritage of military aviation in
3-21     Texas; now, therefore, be it
3-22           RESOLVED, That the 77th Legislature of the State of Texas
3-23     hereby fully support the selection of Lockheed Martin Aeronautics
3-24     in Fort Worth as the site for the Joint Strike Fighter construction
3-25     program; and, be it further
3-26           RESOLVED, That a copy of this resolution be prepared to
 4-1     express the admiration and high regard the Texas Legislature holds
 4-2     for Lockheed Martin.
