1-1 SENATE JOINT RESOLUTION
1-2 proposing a constitutional amendment relating to the annual
1-3 distributions of the Available University Fund.
1-4 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 18(f), Article VII, Texas Constitution,
1-6 is amended to read as follows:
1-7 (f) Out of one-third of the annual distribution from the permanent
1-8 university fund to the available university fund, there shall be
1-9 appropriated an annual sum sufficient to pay the principal and
1-10 interest due on the bonds and notes issued by the Board of Regents
1-11 of The Texas A&M University System under this section and prior
1-12 law, and the remainder of that one-third of the annual distribution
1-13 to the available university fund shall be appropriated to the Board
1-14 of Regents of The Texas A&M University System which shall have the
1-15 authority and duty in turn to appropriate an equitable portion of
1-16 the same for the support and maintenance of The Texas A&M
1-17 University System administration, Texas A&M University, and Prairie
1-18 View A&M University. The Board of Regents of The Texas A&M
1-19 University System, in making just and equitable appropriations to
1-20 Texas A&M University and Prairie View A&M University, shall
1-21 exercise its discretion with due regard to such criteria as the
1-22 board may deem appropriate from year to year. Out of the other
2-1 two-thirds of the annual distribution from the permanent university
2-2 fund to the available university fund there shall be appropriated
2-3 an annual sum sufficient to pay the principal and interest due on
2-4 the bonds and notes issued by the Board of Regents of The
2-5 University of Texas System under this section and prior law, and
2-6 the remainder of such two-thirds of the annual distribution to the
2-7 available university fund, shall be appropriated for the support
2-8 and maintenance of The University of Texas at Austin, [and] The
2-9 University of Texas System administration, The University of Texas
2-10 at Dallas, The University of Texas at El Paso, The University of
2-11 Texas of the Permian Basin, The University of Texas at San Antonio,
2-12 and The University of Texas at Tyler.
2-13 SECTION 2. This proposed constitutional amendment shall be
2-14 submitted to the voters at an election to be held on November 6,
2-15 2001. The ballot shall be printed to permit voting for or against
2-16 the proposition: "The constitutional amendment relating to
2-17 additional funding for general academic institutions of the
2-18 University of Texas System located in Arlington, Dallas, El Paso,
2-19 the Permian Basin, San Antonio and Tyler."
