 1-7                           SENATE JOINT RESOLUTION
 1-8     proposing a constitutional amendment authorizing an appropriation
 1-9     of a portion of the annual distribution to the available university
1-10     fund from the permanent university fund to support and maintain
1-11     certain institutions in The University of Texas System.
1-12           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Subsection (f), Section 18, Article VII, Texas
1-14     Constitution, is amended to read as follows:
1-15           (f)  Out of one-third of the annual distribution from the
1-16     permanent university fund to the available university fund, there
1-17     shall be appropriated an annual sum sufficient to pay the principal
1-18     and interest due on the bonds and notes issued by the Board of
1-19     Regents of The Texas A&M University System under this section and
1-20     prior law, and the remainder of that one-third of the annual
1-21     distribution to the available university fund shall be appropriated
1-22     to the Board of Regents of The Texas A&M University System, which
1-23     shall have the authority and duty in turn to appropriate an
1-24     equitable portion of the same for the support and maintenance of
1-25     The Texas A&M University System administration, Texas A&M
1-26     University, and Prairie View A&M University.  The Board of Regents
1-27     of The Texas A&M University System, in making just and equitable
1-28     appropriations to Texas A&M University and Prairie View A&M
1-29     University, shall exercise its discretion with due regard to such
1-30     criteria as the board may deem appropriate from year to year.  Out
1-31     of the other two-thirds of the annual distribution from the
1-32     permanent university fund to the available university fund there
1-33     shall be appropriated an annual sum sufficient to pay the principal
1-34     and interest due on the bonds and notes issued by the Board of
1-35     Regents of The University of Texas System under this section and
1-36     prior law, and the remainder of such two-thirds of the annual
1-37     distribution to the available university fund[,] shall be
1-38     appropriated for the support and maintenance of The University of
1-39     Texas at Austin and The University of Texas System administration,
1-40     except that a portion of the remainder, not to exceed 20 percent of
1-41     such two-thirds of the annual distribution from the permanent
1-42     university fund to the available university fund, may be
1-43     appropriated for the support and maintenance of The University of
1-44     Texas at Arlington, The University of Texas at Dallas, The
1-45     University of Texas at El Paso, The University of Texas of the
1-46     Permian Basin, The University of Texas at San Antonio, and The
1-47     University of Texas at Tyler.
1-48           SECTION 2.  This proposed constitutional amendment shall be
1-49     submitted to the voters at an election to be held November 6, 2001.
1-50     The ballot shall be printed to provide for voting for or against
1-51     the proposition: "The constitutional amendment authorizing an
1-52     appropriation of a portion of the annual distribution made to the
1-53     available university fund from the permanent university fund to
1-54     support and maintain The University of Texas at Arlington, The
1-55     University of Texas at Dallas, The University of Texas at El Paso,
1-56     The University of Texas of the Permian Basin, The University of
1-57     Texas at San Antonio, and The University of Texas at Tyler."
