 1-4                                     of
 1-5                               Howard O. Banks
 1-6           WHEREAS, The Senate of the State of Texas joins the citizens
 1-7     of Dallas in mourning the loss of longtime municipal court judge
 1-8     Howard O. Banks, who died January 8, 2001; and
 1-9           WHEREAS, Born on January 9, 1935, in Freestone County, this
1-10     distinguished gentleman was the son of Arelia and Robert Banks;
1-11     and
1-12           WHEREAS, After serving his country with gallantry during
1-13     the Korean War, he graduated from Bishop College and
1-14     The University of Texas School of Law; and
1-15           WHEREAS, Certified to practice before the United States
1-16     Court of Appeals and the United States Supreme Court, Howard Banks
1-17     was engaged in the private practice of law before becoming a
1-18     municipal court judge in 1977; throughout the next 19 years until
1-19     his semiretirement in 1996, Judge Banks consistently upheld the
1-20     highest standards of the legal profession; and
1-21           WHEREAS, Recognized for his superior achievements,
1-22     Judge Banks was the recipient of the City of Dallas' Quality in
 2-1     Service Award and the King Fellowship, Woodrow Wilson National
 2-2     Fellowship Foundation; and
 2-3           WHEREAS, A man of integrity, strength, and generosity, he
 2-4     gave unselfishly of his time to others, and his wisdom and valued
 2-5     counsel will not be forgotten by those who knew him; and
 2-6           WHEREAS, Howard Banks was a devoted husband and father, and
 2-7     he leaves behind memories that will be treasured forever by his
 2-8     family and friends; and
 2-9           WHEREAS, Texans are fortunate to have had Judge Banks as a
2-10     steward of justice in their state; an exceptional professional and
2-11     a fine gentleman, he will be deeply missed; now, therefore, be it
2-12           RESOLVED, That the Senate of the State of Texas,
2-13     77th Legislature, hereby extend sincere condolences to the members
2-14     of the family of Howard O. Banks:  his wife, Bettye J. Banks; his
2-15     son, Howard Hill Banks; his daughter, Karin R. Banks; his mother,
2-16     Arelia Watson; and his granddaughter and his two step-grandchildren;
2-17     and, be it further
2-18           RESOLVED, That a copy of this Resolution be prepared for the
2-19     members of his family as an expression of deepest sympathy from the
2-20     Texas Senate, and that when the Senate adjourns this day, it do so
2-21     in memory of Howard O. Banks.
