1-1 1 1-2 SENATE RESOLUTION NO. 54 1-3 WHEREAS, The Senate of the State of Texas is pleased to 1-4 recognize Charles L. Burnside, who is retiring March 31, 2001, 1-5 after more than 27 years of outstanding service as executive 1-6 director of the Texas Community College Teachers Association; and 1-7 WHEREAS, Born in Lufkin, Texas, Charles Burnside worked 1-8 during his college years as a clerk in law offices and earned a 1-9 master's degree from East Texas State University; he taught school 1-10 in the town of Crane in West Texas from 1958 to 1966; he joined 1-11 the social science faculty of Central Texas College in 1968, and 1-12 he became the executive director of the Texas Community College 1-13 Teachers Association in August of 1973; and 1-14 WHEREAS, The Texas Community College Teachers Association 1-15 is the largest organization of postsecondary educators in the state 1-16 and is comprised of members from every teaching field and every 1-17 community and technical college in Texas; and 1-18 WHEREAS, During his longtime service to the association, 1-19 Mr. Burnside has overseen a period of dramatic growth; the 1-20 association's membership has nearly doubled from 3,200 to 6,200, 1-21 and its annual budget has increased from $53,000 to $546,000; and 2-1 WHEREAS, As executive director, he has maintained the 2-2 association's state office, has provided staff support services 2-3 to officers and committees, has supervised the work of the state 2-4 office staff, and has managed the association's financial affairs; 2-5 he has served as the central contact for aggrieved teachers and has 2-6 worked closely with the state president to provide testimony and 2-7 information before governmental bodies; and 2-8 WHEREAS, Under his guidance, the association has achieved 2-9 recognition as the vigorous defender of academic freedom and as a 2-10 champion of both faculty rights and professional responsibilities; 2-11 and 2-12 WHEREAS, Throughout his career, Mr. Burnside has been 2-13 strengthened by the love and support of his wife, Sandra Kay, 2-14 and his children, Mary Elisabeth and John Christian; and 2-15 WHEREAS, Mr. Burnside is noted for his eloquence as a 2-16 speaker and a writer and for his expertise in his field; his 2-17 leadership in the association has had a positive effect on all 2-18 of its members, and his presence as its executive director will 2-19 be greatly missed; now, therefore, be it 2-20 RESOLVED, That the Senate of the State of Texas, 2-21 77th Legislature, hereby commend Charles L.
