 1-4                                     of
 1-5                              Randall W. Vetter
 1-6           WHEREAS, Texas State Trooper Randall W. Vetter of
 1-7     New Braunfels, died tragically on August 7, 2000, from a
 1-8     wound received in the line of duty, and the Senate of the
 1-9     State of Texas would like to pay tribute to this gallant
1-10     peace officer; and
1-11           WHEREAS, Trooper Vetter was a six-year veteran of the
1-12     Department of Public Safety; he had recently been stationed
1-13     in San Marcos, and he was shot and fatally wounded during a
1-14     routine traffic stop; and
1-15           WHEREAS, Randall Vetter graduated from Saint Edward's
1-16     University summa cum laude in 1994 with a bachelor's degree
1-17     in criminal justice; because of his excellence as a student,
1-18     he was encouraged to go to graduate school or law school, but
1-19     he chose to serve the citizens of Texas in law enforcement with
1-20     the Texas Department of Public Safety; and
1-21           WHEREAS, A scholarship has been established in his honor
 2-1     at his alma mater, Saint Edward's University, and it is the
 2-2     Randall W. Vetter Memorial Scholarship; and
 2-3           WHEREAS, Known as an intelligent and capable officer,
 2-4     Officer Vetter learned quickly and needed little supervision;
 2-5     respected by his fellow officers, Trooper Vetter quickly
 2-6     established himself as a premier accident investigator; he
 2-7     had a gift for looking at an accident scene and figuring out
 2-8     exactly what happened, and he was always happy to help out
 2-9     other officers; and
2-10           WHEREAS, Randall Vetter was a family man; he was married
2-11     to his wife, Cynthia, and they were the happy parents of an
2-12     eight-month-old son, Robert; and
2-13           WHEREAS, A man of great ability and unquestioned integrity,
2-14     Trooper Vetter was a courageous man who risked his life everyday
2-15     to protect the lives and property of our citizens; and
2-16           WHEREAS, This exceptional officer was a man of great
2-17     bravery whose strong sense of duty was reflected in a deep
2-18     commitment to the welfare of others; and
2-19           WHEREAS, The courage and personal sacrifice of this
2-20     dauntless officer and public servant in the line of duty
2-21     will constantly remind others of his deep devotion to the
2-22     importance of a fair and effective law enforcement system;
2-23     and
 3-1           WHEREAS, Trooper Vetter was a loyal friend and outstanding
 3-2     law enforcement officer, and his memory will be cherished by all
 3-3     who knew and loved him; now, therefore, be it
 3-4           RESOLVED, That the Senate of the State of Texas,
 3-5     77th Legislature, hereby  honor the life and memory of
 3-6     Trooper Randall W. Vetter for his supreme sacrifice and
 3-7     extend sincere condolences to the members of his family:  his
 3-8     wife, Cynthia; his son, Robert; and his father, Kermit Vetter;
 3-9     and, be it further
3-10           RESOLVED, That a copy of this Resolution be prepared as an
3-11     expression of deepest sympathy from the Texas Senate, and that
3-12     when the Senate adjourns this day, it do so in the memory of
3-13     Trooper Randall W. Vetter.
